For days now, our televisions have been filled with pictures of war and strategy and opinion.
Here in New Hampshire, there's no shortage of war related stories. And we intend to keep you apprised of them.
But there are also a great many stories that are not war related. We will bring you two of those tonight.
First. a look at the important business of the statehouse.
There are less than two weeks left for the House and Senate to finish dealing with their respective bills. We'll talk about some of that legislation in a few minutes but first, Richard Ager takes a look at some highlights in our weekly legislative roundup.

Soundup: Tape 7 10:50:40 As Jerry McGuire says, 'show me the money.' It has not arrived. And it is my impression that it will not arrive.
Track: The Senate took up a school accountability bill which is intended to help the state comply with the federal No Child Left Behind law,. Not surprisingly, debate centered around who will pay.
Bite: tape 7 10:34:00 None of us have a problem with having schools be accountable or working to improve the schools of NH but the language of this amendment is very worrisome in that there is concern that we are rushing to an unfounded mandate.
Track: But the senate education committee chair said the bill is needed to improve the state's schools, as well as maintain current federal funding.
Bite: tape 7 10:43:15 If we don't pass some level of accountability, we are not only meeting the Claremont decision, but we are then jeopardizing all our schools that are Title 1 schools from losing those federal dollars.
Track: The bill passed and will go to the finance committee. Another measure passed by the senate would allow PSNH to keep its generating plants, instead of having to divest them.
Bite: tape 7 11:29:30 We're keeping our hydro, fossil fuel plants and we need to do so for rate stability. Because we have a diverse mixture of fuels, there are less fluctuations in the energy market. The lower cost power through the use of these plants because they've been depreciated over the years. And local control is maintained through state oversight and regulation.
Track: Over in the House, it was a legislative logjam.
Standup: tape 8 12:35:02 or 12:35:39 In a session that began on Tuesday, state reps voted on 248 bills and resolutions. Probably the most controversial was a close vote to pass a bill that will require parental notification before an abortion can be performed on a minor.
Track: Other conservative causes didn't do as well A right to work bill was overwhelmingly defeated after heavy lobbying by labor groups. Aso attracting attention: house bill 603 which would reimburse a portion of school costs to parents whose children don't attend public school.
Bite: tape 1 12:26;01 Parents of every economic level should be afforded an opportunity to send their children to the best educational alternative for their particular needs.
Track: The bill was voted down, but the Education committee chairman stressed the issues it raised will be revisited.
Bite: tape 1 12;31:23 This bill amounted to choice, voucher, and education certificate program. And the committee already had retained a bill for this purpose.
Track: Sometimes, legislation comes along too late and has to piggyback on unrelated bills. That's how House bill 415, a measure that will ensure speedy trials for young sex offenders, acquired an amendment that ensures state regulation of firearms overrides local ordinances.
Bite: tape 1 13:11:55 A patchwork of local laws would make a person who is perfectly legal violate the law. For example, say there's a law that says you can't carry in a town hall and a person is coming in to check a deed for example or a tax record and walks into the town hall not knowing about it, they could be in violation of the law without intending to be. Consistency is the main issue.
Track: There was a close fight over a groundwater bill that would have given affected municipalities a voice in any application for large groundwater withdrawals.
Bite: tape 4 11:06:56 It involves localities. Now some of us treat municipalities around here like they're uninvited guests at the party. Some of the best expertise we have in the state is in the local communities and all this bill does is give them some input before a public hearing.
Bite: tape 4 10:51:13 HB401 creates a whole new layer of bureaucracy. And of course we do understand that bureaucracy comes with unintended consequences such as project delays, such as special status being given to review committees, creating an avenue for litigation over what would be called reasonable use of water. It's becoming not a question of who's water it is but who's water it isn't.
Track: That argument carried the day and the groundwater bill was defeated.
Soundup: tape 4 11:23:55 If it looks like a duck.
Track: Rep. Daniel Hughes used an old analogy to speak against a bill that would allow electronic lucky 7.
Bite: tape 4 11:24:02 If you look at this machine and you see that it looks like a slot machine, sounds like a slot machine, plays like a slot machine, maybe it's not a slot machine for some technical legal reason. But it's as close as you can get to the ugly first cousin of a slot machine in this land.
Track: And so the anti-gambling tenor of the House continued and the bill was defeated.
Soundup: wood chipping
Track: The future of NH's loggers looks a bit brighter following passage of a house bill intended to keep the Whitefield wood-fired power plant running for at least another 5 years. Originally opposed and now endorsed by PSNH, It will be funded from the existing system charge on consumers electric bills.
Bite; tape 4 12:24:45 And the reason it's Whitefield specific is that the other plants are operating in the black and there's no reason to subsidize any operation like that.
Track: Finally, no account of the legislature's week would be complete without mentioning the lawmakers' desire to honor an outstanding war hero - General John Stark. But some felt the hero of Bunker Hill should have company.
Bite: tape 1 14:40:00 It is only the footnotes to history that recall Molly Stark standing beside her husband at the rail fence of Bunker Hill, reloading muskets.
Track: The amendment failed, and Stark's day will be his alone. For NH Outlook, I'm Richard Ager.

Finally, a look at something we don't often focus on here at New Hampshire Outlook: Sports.
Friday night, the UNH men's hockey team will be in Worcester, to compete in the NCAA Northeast Regional Semifinal game. You can see that game on NHPTV at 7:30.
Another UNH team is also competing this weekend. On Saturday night at the Whittemore Center the UNH Gymnastics Team will host and participate in the East Athletic Gymnastic League Championships.
Celene Ramadan takes us to practice.

NAT SOUND OF TEAM PRACTICING…
FOUR HOURS OF PRACTICE FOUR DAYS A WEEK - THE SEVENTEEN YOUNG WOMEN ON THE UNH GYMNASTICS TEAM JUMP, FLIP, FALL ALL IN THE NAME OF SPORT.
Jen - I did club gymnsatics since I was three years old and I just love the sport. And I knew I wanted to continue it on in college so, when it was time to look for colleges I looked all around and and I just liked this school the best - the coaches and the team and everything about it.
NAT SOUND OF COACH WITH JEN ON BEAM.
GAIL GOODSPEED HAS BEEN COACHING THAT TEAM FOR 25 YEARS AND IT IS STILL A LEARNING EXPERIENCE…
Gail - I learn from them all the time. I think one of the things that I have learned from this team is to put all things into perspective.
Jen She has a lot of confidence in us and I think through practice and the things she says to us she brings that out and just her coaching style I think helps everyone have confidence in what they're doing and enables us to hit in meets.
WITH SUCH A DEMANDING PRACTICE SCHEDULE PLUS ADDITIONAL TIME FOR LIFTING AND MEETS, BEING A MEMBER OF THE TEAM IS A BIG TIME COMMITMENT. BUT THESE YOUNG WOMEN ARE NO STRANGERS TO A BUSY SCHEDULE.
Mariana - I have been doing gymnastics since I was four years old so my whole life I have been balancing studies with gymnastics. I have learned many stuff to organize your time and that's very important.
Jen It's sometimes kind of tough you just have to time management - you have to balance all your work with gymnastics practice or else you wouldn't get it done.
Gail You know, it's actually less time than when they were doing their club gymnastics growing up - they're right here on campus - they don't have to travel to get to a gym school. All of them are pretty dedicated to studying and have already learned how to be organized and structured through their high school because most of them, in fact all of them did club gymnastics. So they're right here and it's less time than it was in club gymnastics.
ON THIS TEAM, SCHOOL COMES FIRST. ANY ATHLETES WHO MAY BE LAGGING BEHIND IN THEIR STUDIES GET AN EXTRA BOOST FROM THEIR COACH.
Gail Well, we actually have a study hall area for those people that drop below a 3.0 so it's a little incentive to be able to keep your grades up and not have to be a part of study hall. But it's also - some of them like to have a structured time where they come to the fitness center. And we have different specialists in different areas.
FRESHMAN MARIANA PENA IS FROM VENEZUELA. ALONG WITH CLASSES AND PRACTICES SHE ALSO HAS THE ARDUOUS TASK OF LEARNING A NEW LANGUAGE!
Mariana I am practicing my english - I hope it gets a lot better than what it is right now. I make a lot of mistakes all the time the girls always correct me and that's good I feel good about it. It's a great team. I love it. We support each other all the time. We're there all the time for each other so that's great.
Jen - By the time you get out of here, they're all, like, your best friends - you spend so much time with them. It's great to have those kind of people around you all the time. You learn more about yourself by being around all those other people.
Mariana - When we go to competition and we are all successful and it's great we jump up and down and I love that part.
STANDUP - THE UNH GYMNASTICS TEAM PUTS ITS SKILLS TO THE TEST THIS SATURDAY. SEVEN OTHER TEAMS FROM AROUND THE COUNTRY WILL BE COMPETING AGAINST THEM AT THE EAGL CONFERENCE CHAMPIONSHIP.
Jen Well, we're really excited because we're hosting it this year. And it's the first time UNH has ever hosted it and it's going to be a good meet. And we just need to go in there and hit our sets like we know how.
Mariana I'm very excited I hope a lot of people go to cheer up for us and I think we're going to do a great job. We're working for it.
THE TEAM'S GOAL IS TO HIT ALL THEIR ROUTINES. BUT AS LONG AS THEY DO THEIR BEST AND HAVE FUN, THEY WILL BE HAPPY WITH THE RESULTS.
Gail - If you look at our world today it's very important to keep gymnastics something that's fun and enjoyable for them and any place they make mistakes to just learn from those mistakes and go on.
The key is believing in yourself and knowing you can hit your routine.
